Yes — ceiling insulation is an activity under the Victorian Energy Upgrades (VEU) program. The activity is being rolled out in stages: it began in April 2026 for public and community housing, and from 1 October 2026 it expands to all eligible residential premises in Victoria. To qualify, a home generally needs to be uninsulated or under-insulated (below about R2.0), the work must be done by a VEU-accredited installer using approved products, and a minimum customer contribution applies.
