Insulation is best replaced (not just topped up) when it’s wet or water-damaged, badly compressed, pest-damaged and soiled, or mouldy/contaminated — because in those states it’s lost its performance and may be a health issue. Sound but thin insulation can simply be topped up.

Signs It Needs Replacing

Insulation is best replaced rather than topped up when it shows clear signs of degradation (see above): it’s wet or water-damaged (water destroys insulation’s performance and can cause mould); badly compressed or flattened (old batts that have lost their loft and therefore their R-value); pest-damaged and soiled (rodents nesting, droppings, flattening); or mouldy or contaminated. In these states the insulation isn’t doing its job and may be a hygiene concern, so more on top won’t help.

Replace or Top Up?

The replace-or-top-up decision comes down to the condition of the existing insulation. If it’s sound — dry, uncompressed, undamaged and uncontaminated — but simply thin, topping up over it increases the total R-value cost-effectively and is the better choice. If it’s degraded — wet, crushed, pest-damaged or mouldy — it should be removed and replaced, because adding over a problem traps it and the new layer won’t perform. Why It Matters

Insulation that’s degraded has a much lower effective R-value than its original rating — so a home with old, wet, compressed or pest-damaged insulation isn’t getting the comfort and efficiency it should, even though there’s ‘insulation up there’. Replacing failed insulation restores the performance. And where the insulation is contaminated by mould or pests, replacing it also addresses a hygiene and air-quality concern in the roof space. Replacement means removing the old, degraded insulation — especially important where it’s wet, mouldy or pest-soiled — and supplying and installing new insulation to a good R-value.
