The Victorian Energy Upgrades Program
The Victorian Energy Upgrades (VEU) program is the Victorian Government’s energy efficiency scheme, which provides incentives for households and businesses to install a range of energy-saving products and improvements. It works through accredited providers who deliver the upgrades at a reduced cost, with the incentive built into the price rather than claimed back by the customer afterwards. Over the years the program has covered activities such as heating and cooling, hot water, lighting and weather sealing — and ceiling insulation has now been added as an activity, recognising how much energy a properly insulated ceiling saves.
The Ceiling Insulation Activity
The ceiling insulation activity under the VEU program supports installing bulk insulation (batts or blanket) or rigid insulation products into eligible uninsulated or under-insulated residential ceilings. It is being introduced in two stages: it commenced in April 2026 for public and community housing, and expands from 1 October 2026 to all eligible residential premises in Victoria. The products used must be listed on the program’s register, and the work must be carried out by an accredited installer. The activity is designed to lift under-insulated Victorian homes up to a meaningful insulation level, cutting their heating and cooling energy use. It covers ceilings only: underfloor insulation was removed from the program on 14 April 2026, and walls were never included.
Who Is Eligible
Eligibility for the ceiling insulation activity generally requires:
- The home is uninsulated or under-insulated — nothing, foil only, or a thin layer below about R2.0 (roughly 90 mm, below the top of the joists). About 90 mm or more means the home does not qualify, and removing it does not change that.
- The property is a Victorian home directly under the roof (a house or top-floor unit), and the ceiling was not built or renovated in the last 5 years.
- Every downlight is rated to be covered (IC or IC-4); halogen downlights must be replaced first.
- An electrical safety assessment ($346.50 incl. GST) by a licensed electrician is done within 30 days before the install. It is not covered by the discount.
- No VEU ceiling insulation upgrade at the home since 14 April 2026, and the owner agrees in writing.
From 1 October 2026 the activity is open to all eligible residential premises (having started with public and community housing from April 2026). Because the exact criteria are set by the program and can change, confirm current eligibility for your home with an accredited provider.
How Much the Incentive Is
The incentive is substantial for an average home. Indicative figures for the ceiling insulation activity put the discount at up to about $1,500 for a 150 m² home in metropolitan Melbourne, and about $2,100 in a cold regional zone; smaller homes get less. A minimum customer contribution applies — in the order of $200 including GST — meaning that after the incentive, customers pay at least that minimum towards the work. The net result is that insulating an under-insulated ceiling becomes much more affordable than the full per-square-metre cost alone would suggest. The exact figure depends on your home’s size, location, and the program’s current parameters. Two costs sit outside the discount: the electrical safety assessment ($346.50 incl. How to Access It
Accessing the incentive is done through an accredited provider, not by claiming a rebate yourself. The accredited installer assesses eligibility, carries out the installation using approved products, handles the program paperwork, and applies the incentive so you pay a reduced price. Is It Worth It
For an uninsulated or under-insulated Melbourne home, the answer is generally yes. The incentive reduces the upfront cost of an upgrade that already pays for itself through years of heating and cooling savings and improved comfort in both seasons. The value is greatest exactly where the program applies — homes with little or no insulation — because that is where the energy improvement is largest.
