The word most people type is rebate. The thing on offer is a discount. Under the Victorian Energy Upgrades program, replacing a gas heater with an efficient reverse cycle air conditioner earns energy efficiency certificates. An accredited partner creates those certificates, sells them, and the value comes off your quote before you pay a cent. There is nothing to claim afterwards and no cheque in the mail. You see one price, already reduced.

The discount depends on what comes out and what goes in. Four household paths cover almost every Melbourne home.
Room gas heater to a split system. A gas wall furnace, space heater or flued room heater is decommissioned and a wall-mounted split of 3 to 9 kW takes its place. Indicative discount: up to $630 to $1,610 depending on the size and efficiency of the unit. This is the high-volume path, and it has its own page: split system rebate Victoria.
Ducted gas heater to ducted reverse cycle. The whole-of-home changeover. Indicative discount: up to $2,520 for a 10 kW system, $4,200 for 16 kW and $5,530 for 22.4 kW. Our replace gas ducted heating page covers the ductwork decision that goes with it.
Ducted gas heater to a multi-split. One 10 kW outdoor unit feeding wall heads in the main rooms. Indicative discount: up to $2,940.
Ducted gas heater to four separate splits. One 8 kW unit and three 3 kW units. Indicative discount: up to $2,520.
A new split with nothing decommissioned. A home with no gas heater to remove still qualifies for a small discount of $70 to $140 on a 3 to 9 kW split. Most disappointment with this program comes from a quote given before anyone checked the conditions. We check them first, on the phone, in about five minutes.
One. The old gas heater must still be connected to the gas supply; the program does not ask whether it still runs well, only that it is still connected. A heater already ripped out does not count, unless it was disconnected for safety reasons, in which case keep the record of that visit. Two. For the ducted paths, the gas ducted heater must be the main heating in the home, not a backup to a system that already does the job. Three. The system being replaced must be more than two years old. Four. The new unit must be on the approved product list for the program, with at least a five-year manufacturer warranty, and on a multi-split every indoor head must be the same brand as the outdoor unit. Five. The old heater is decommissioned, not just switched off: the gas line is capped by a licensed gasfitter, the unit is removed and the result is photographed. Six. In a rental, the landlord or agent approves the upgrade in writing before anything is booked.
There is no income test and no minimum system size. Any Victorian home or business can use the program, including private rentals. If any of the six is a no, we say so on the call rather than on the day. The eligibility guide goes through each condition with examples from Melbourne homes.
Every household upgrade under this program carries a minimum amount you pay yourself, and it cannot be refunded or absorbed by anyone. For a wall-mounted split below 10 kW it is $200. For ducted reverse cycle, any multi-split, or any system of 10 kW and above, it is $1,000. Any business advertising a system that costs you nothing is either wrong or hiding the co-payment somewhere else in the price. The co-payment minimums are set by the program and have been revised before, so the office confirms the current figure on your quote rather than us promising one here.
What is not on offer. Solar Victoria ran a home heating and cooling program; it closed at the end of 2022 and has not reopened, so anything citing it is out of date. Adding cooling to an existing gas ducted heater does not attract a discount, because the gas heater stays; our add-on cooling page is honest about that. Replacing a heater with a cooling-only unit does not qualify either; the new system must be reverse cycle.
How the price is built. The office sizes the system from your rooms, chooses a unit from the approved list, works out the indicative discount for that exact model, and confirms a firm price with the discount already taken off. You pay after the job, and you receive the paperwork for the electrical work, the product warranty and the decommissioning photos.

The Victorian Energy Upgrades program covers several product types, and the heating and cooling discount is assessed on the air conditioner alone. Other upgrades, such as ceiling insulation or hot water, are separate activities with their own conditions. Ask the office to walk through them together; we do not promise a combined figure on this page, and there is no second discount on the same air conditioner.

For heating and cooling in 2026 the Victorian Energy Upgrades discount is what applies, and it is arranged by installers and their accredited partners, not by Solar Victoria.
Your electricity use goes up and your gas use goes down, and energy.vic.gov.au publishes indicative annual savings alongside the discount figures because the reverse cycle system uses less energy for the same warmth. If it was the last gas appliance, closing the gas account also removes the daily supply charge. We do not invent a savings number for your home.
