Airborne salt is drawn into porous brick with moisture, then crystallises as the face dries out. The crystals take up more room than the solution did, and that pressure lifts the outer skin off the brick in flakes. It is decay from within, and no amount of washing the outside touches it.

The instinctive fix is to paint a waterproof sealer over an eroding stack, and on salt-affected brick it usually makes things worse — the salt and moisture are already inside, and sealing the face stops them leaving. We would rather replace the spalled brick than lock the cause in behind a coating.

Salt air corrodes damper plates and hinges solid on bayside homes. We repair or replace the damper, often with a top-sealing unit that also keeps weather out.
Reflashed using lead and stainless fixings throughout, since galvanised fixings are what fail first in this environment.
Replaced with dense, salt-resistant brick and repointed in a matching dense mix, so the same failure does not simply repeat.
A fire that only smokes when the wind is up off the water has a downdraught problem, not a dirty flue.

It is more likely salt. Out on the cliffs, salt is carried into the brick with moisture and then crystallises as the surface dries, and the pressure of those crystals pushes the outer face off in flakes. Age alone tends to take the mortar joint first, so when it is the brick faces going and the joints are sound, salt is usually what you are looking at.
