Most people assume an exhaust fan is working because they can hear it. Noise is not extraction. A fan with a loaded impeller, a crushed or disconnected duct, or a blocked external termination will spin exactly as loudly as a working one while moving almost no air at all — and the moisture it was supposed to remove stays in the room.
