It is not a rebate you claim and it is not a cheque. It is a discount, taken off your quote before you pay, for decommissioning a non-ducted gas heater and installing an efficient reverse cycle split in its place. The discount exists because the upgrade earns energy efficiency certificates; an accredited partner creates them and their value comes off the price. The figure. For a room gas heater replaced with a split of 3 to 9 kW, the household figure published by energy.vic.gov.au (page updated 25 August 2026, checked by us on 21 September 2026) is up to $630 to $1,610. Where your job lands in that range depends on the capacity and efficiency rating of the exact unit chosen, and on certificate values on the day, which is why we call it indicative until the office confirms your quote.
The co-payment. A minimum of $200 is always paid by you on a wall split below 10 kW, and it cannot be refunded or hidden. So the split is discounted, never free. FreshDuct is a private business and does not work for the Victorian Government; the upgrade is voluntary; the figures are indicative until quoted; and the co-payment applies. That is the whole picture, and it is more than most quotes tell you.
The room heater path has fewer conditions than the ducted one, but the ones it has are strict, and we check them on the phone before a quote leaves the office.
Still connected. The gas wall furnace, space heater or flued room heater must still be connected to the gas supply; the program does not ask whether it still runs well, only that it is still connected. A heater that was already pulled out does not qualify. The exception is a heater disconnected for safety reasons, and if that is your situation, keep the paperwork from that visit. Older than two years. The program is for replacing tired equipment, not new equipment. Yours to replace. In a rental, the landlord or their agent approves the upgrade in writing before we book a date; tenants can start the conversation, and our office is happy to talk to both sides.
Decommissioning. The old heater is not switched off and left on the wall. The gas line is capped by a licensed gasfitter, the heater is unbolted and removed, and the result is photographed, because that record is what the discount is created against. A wall furnace leaves a flue penetration and a patch of wall behind it; we tell you what is left and what patching it needs before the day, not after. The discount range runs from 3 to 9 kW, and the right size is decided by the room, not by the biggest figure. As a starting point, a medium room of roughly 20 to 35 square metres sits around 3.5 kW, a large living area of 35 to 60 square metres around 5 kW, and an open-plan space over 60 square metres 7 kW or more; a bedroom or study that had a small space heater usually sits at the bottom of the 3 to 9 kW band. Where it goes. The split does not have to sit where the furnace was. It needs an external wall or a short pipe run to one, a high position that throws air across the room, and an outdoor unit spot that does not annoy you or the neighbours. Every unit we install for the discount is on the approved product list with at least a five-year manufacturer warranty, and every one is reverse cycle, so the room that was only ever heated is now cooled as well. That is the part people notice first in February.
The install itself is the same job as any wall split: licensed electricians and licensed refrigeration technicians, a dedicated circuit, pressure test, vacuum and commissioning. Our split system installation page covers the brands, the positioning and what the day looks like.
Rentals. Private rentals are eligible. The landlord approves the upgrade, the tenant gets a unit that heats and cools, and the property gains a modern system before the rules change. Energy.vic.gov.au says new requirements for Victorian homeowners and rental providers start to come in from early 2027, including upgrading some appliances to efficient electric products when a system breaks and cannot be repaired. We quote that sentence and no more, because that is the published wording. What it does mean is that an old gas wall heater in a rental is a decision waiting to happen, and the discount is available now.
Ducted gas heaters. If the heater you want gone is a ducted unit in the roof or under the floor, the figures and conditions are different and the co-payment is higher. That path lives on our VEU air conditioning rebate page and the replace gas ducted heating page.
No heater to remove. A brand-new split in a room that never had heating still attracts a small discount, but it is a fraction of the room heater figure, and we would rather say that on the phone than let a headline mislead you. A cooling-only unit, or cooling added to an existing gas heater, does not qualify at all.

The condition the program sets is that it is still connected to the gas supply; it does not ask whether the heater still runs well. A heater already removed does not qualify. If yours was disconnected on a safety visit, keep that paperwork, because a heater disconnected for safety reasons can still be decommissioned under the program.
For a wall split below 10 kW the minimum co-payment is $200, and it cannot be refunded, waived or absorbed by us or anyone else. Larger and multi-head systems carry a higher minimum. Any advertisement suggesting the split will cost you nothing is wrong.
